I believe that 67% +/- may be the upper limit. Please let me know if you find evidence to the contrary.

Not sure but it also might depend on the type of ore you're mining. I can't remember ever seeing that high a percentage of any of the three P's (platinum, palladium and painite) I usually don't bother with silver :-)

How was the mining in london. Ive seen 50%+ posted on reddit in pictures for the three Ps but its very very rare and locations are usually kept a secret.
We should begin scouting empty systems just to see if it is possible for 60%+ ratios of the three Ps

I'm actually not sure if this is location dependent. As far as I can see you'll get the same ores in any pristine metallic ring. After that it's just luck and praying to the rng-gods.
I've seen some people claim that jumping in and out of supercruise from a ring can get you an instance with better ores. But I'm sceptical about that. Just like I haven't seen any indication that jumping in and out of supercruise from a RES can get you better NPC's to fight. To me it just seems random, but people tend to see patterns in randomness if they search hard enough.

How was the mining in london? It must be great... why else would the Brits constantly talk about "London Underground" ?
