You probably want to fit an extra collector limpet controller. Those two lasers will break off more fragments than two limpets can pick up, having four will save you serious time. Other than that it looks pretty much what I was using. I had a 4A refinery but that's just because I only had a 4 slot free.
Not sure about the weapons loadout. I never used turrets before. It could work if you want to keep on mining when you're attacked. I usually go mining in quiet spots so I hardly ever have that problem :-) I'd probably fit gimballed beams and trade in one of the shield boosters for a D or E kill warrant scanner so I can go bounty hunting when bored with mining.

I just updated the mining tutorial a bit (still not finished) I usually fill up 3/4 of my cargo space with limpets and still end up destroying some of them to make room. If you mine with more people 1/2 is usually good. You use less limpets.
The bigger refinery is good if you want to mine more types of ore. I usually only take the 3 P's (Painite, Platinum and Palladium) and Osmium if I'm doing mining missions. But then the bigger refinery can be used to fill up your ship a bit more when your hold is full. You can fill the bins in the refinery to 100% if you don't have cargo space available. When you're selling in the station the refinery will just go on refining as space becomes available.
If you go mining outside RES sites you actually don't need a very combat capable ship. It's still good to have one though when you get interdicted on your way to the station. Usually when you drop into a ring from supercruise there are one or two NPC's there sometimes miners, sometimes pirates. If you kill them (the pirates, not the miners :-) ) you will probably never see another ship until you fly back to the station. Shields are nice to have for when you bump into rocks though :-)

I don't believe that most other CMDRs have much regard for PD. They have some good qualities... PD is very light (.5 tons), has low (.2 mw) power consumption, and fires automatically. They're not a priority for me on most load-outs, but they are a nice way to "fill gaps" (and protect your backside from grief-torpedoes).
