I mean, do mining-themed missions (PPP and osmium) generate more influence shift when the faction is already in "Boom" state?

Yeah well trade missins ( courier and trade during boom contibute double the usual influence)
Mining missions have never actualy been explained as to how they play in ( as they only occour in specific systems) i would assume yes doing them will contibute extra influence as well. Plus maybe assist background sim stats

83% influence today, expansion should fire within a day or two. Please keep an eye out in nearby systems to see where they expand to
